Active Threat

An Active Threat is a situation when a person is armed with a weapon and communicates that they have plans to harm and/or kill another person, or is harming/killing other individuals.

Although the chance of an active threat situation occurring is unlikely, it is important that college personnel and students know what to do in the event an active threat situation does occur. Research has shown that most active threat situations end within minutes and that the risk is often over before first responders arrive. It is important to know what to do in the event of an active threat on campus.

Responding to a Threatening Situation

Familiarity with the campus will help when responding to a threatening situation, along with the following steps:

  1. Scan and Assess: what is occurring (e.g. hearing a loud bang, seeing others running in a particular direction);
  2. Plan: based on your ongoing scan and assessment, determine a course of action (Get Out, Hide, Defend), considering personal safety, safety of others, personal skill level, location of the threat
  3. Act: execute your plan.
Important:
  • DO NOT post information to social media.
  • Only in active threat situations should a fire alarm be ignored. Occupants DO NOT EVACUATE unless directed to do so by the NC Urgent Notification System and/or first responders, or if you detect fire or smoke.
  • If you are in a hallway or open/common area when an active threat is present, get out of the area as quickly as possible and/or take cover in a safe area.

Get Out – Hide – Defend

The situation will be tense and individuals should support and encourage each other, if it is safe to do so.

Active threats may be over in a matter of minutes and perhaps even before the police arrive.  There are three possible courses of action during an active threat: get out, hide and defend.


About Police Response to an Active Threat

  • The police response to an active threat situation may surprise you. The first priority of police will be to find and stop the threat.
  • If they do not know exactly where the threat is, or what the individual(s) look like, they may consider you to be a possible threat until ruled otherwise.
  • If you encounter police, do not run towards them. Remain calm. Keep your hands visible. Follow their instructions.
  • Only once the threat has been stopped will police and other emergency responders tend to injured and sheltering individuals.
  • If you having taken shelter (“hide”), remain patient. It may take awhile for police to clear your area. When they do clear your area, remain calm and follow all directions.
