A message from Pam Skinner, Senior Vice-President, College Operations:
I am extremely pleased to announce the appointment of Anthony Fear as Niagara College’s new Chief Information Officer, effective January 19, 2026. Anthony replaces John Levay, who retires from NC this month after almost 19 years of leading the ITS team.
Anthony is a proven leader in digital transformation, strategic planning, and technology innovation, bringing 25 years of global experience across the public sector, technology, legal, and manufacturing industries in both Europe and North America. He has more than 15 years of senior leadership experience and over a decade in consulting and professional services, consistently demonstrating his ability to align technical vision with organizational priorities and operational excellence.
Most recently, Anthony served as Deputy CIO & Director of Technology at St. Mary’s University in Halifax, where he played a pivotal role in driving digital advancement. During his time at St. Mary’s, he chaired the University’s Artificial Intelligence initiative to lead adoption, governance, and use of AI tools that support administrative tasks and improve student services. He also led an institutional data modernization project, designing and developing a Microsoft Fabric platform to consolidate and secure data from multiple systems.
In his new role, Anthony will join and lead Niagara College’s dedicated and talented ITS team, guiding its continued growth and supporting the delivery of innovative, reliable, and secure technology services across the College.
Recognized as a collaborative and strategic leader, Anthony is committed to building strong relationships and applying his technical expertise to deliver meaningful impact and organizational growth. Past colleagues have observed that Anthony possesses a rare combination of technical expertise and strong people skills, earning him a high level of respect across the organizations he has worked in. Recognized for his strong leadership abilities and talent for unifying teams, Anthony will be a welcome and valuable addition to the Niagara College community.
Anthony holds diplomas in Information Technology from Coleg Glan Hafren (now Cardiff and Vale College), Software Engineering from the University of Glamorgan (now the University of South Wales), and is currently completing his Master of Science in Information Systems from Athabasca University.
