Message from President Kennedy: Federal government announces significant changes to Canada’s international student program

Earlier today, federal Immigration, Refugees and Citizenship minister Marc Miller introduced sweeping changes to Canada’s international student program. The changes involve new restrictions on post-graduate work permits, including removing eligibility for students studying in public college programs delivered through private partners; and a two-year cap on study permit issuance that represents a 35% decrease over 2023.

In recent months the federal government has introduced significant initiatives related to international students and applicants, including a new verification process of Letters of Acceptance (LOAs) and an increase in the financial requirements for applicants. While further changes were anticipated, the extent of the measures announced today, coupled with a lack of consultation, have been met with both surprise and disappointment within our sector, especially here in Ontario where there is a disproportionate impact on our colleges. It will take time to assess the full impact of today’s announcement, but we know that the broader effects could be significant – from exacerbating urgent labour shortages in frontline healthcare, skilled trades and other industry sectors to damaging Canada’s brand and reputation in the global postsecondary marketplace. Operationally, we don’t anticipate short-term impacts for Niagara College but we may see the effects of these reforms over the next two years.

I know that today’s announcement may cause concern and uncertainty within our College community, and I want to assure our students and employees that as a leader in international education with a history of strong financial management, student focus, and an entrepreneurial spirit, we are well-positioned to navigate this new postsecondary landscape. We will provide updates and information as we assess these significant changes, and we will continue to work closely with our sector colleagues at the national and provincial levels to advocate strongly for colleges as these changes are implemented in the coming weeks and months.
