OSLT has a strong language-learning component and is geared toward newcomers seeking employment in sectors such as Business, Health Sciences, and Technology. Geared to individuals who already have education, training, or experience in their field and want to strengthen their professional English skills, the program incorporates the language, communication styles, and workplace expectations unique to specific sectors, helping participants communicate effectively in their chosen profession.

With a shift in federal funding priorities, the historic program graduated its final cohort on July 18, marking the end of an era for NC – as well as colleges throughout the province who have offered the program.

Agar noted how much she has valued being a part of this program over the years, beginning with teaching the program before taking on her current position more recently.

“You really pour your heart and soul into supporting these individuals and the most rewarding part is seeing them succeed,” Agar said.

With curriculum designed by Colleges Ontario, OSLT doesn’t teach newcomers to speak English or basic grammar. It’s a specialized 180-hour program targeting the subtle, technical, linguistic and cultural nuances of Canadian workplaces across three key professional streams: Healthcare, Business and Technology.

In the Healthcare stream, tailored for medical specialists, dentists, nurses, and personal support workers, students are guided through high-stick sector specific scenarios. These include documenting patient data in electronic medical records, managing professional phone calls, interpreting body language, and navigating complex ethical discussions.

In the Business stream, which covers entrepreneurship, sales, and marketing, the curriculum focuses heavily on workplace safety, Canadian business etiquette, professional writing, accounting, and collaborative teamwork.

Meanwhile, the Technology stream is geared towards engineering and IT professionals learning to project manage, collaborate in diverse technical teams, and present technical data within Canadian industry standards.

Agar emphasized the unique challenges facing newcomers in the medical sector.

“In healthcare, the standards and systems are incredibly high and hard to navigate,” said Agar. “A nurse is a nurse anywhere, but their duties and responsibilities in the Canadian system are vastly different from back home. We don’t just teach vocabulary; we teach them how to navigate the system, how to gain confidence, and how to assert themselves in a medical environment.”

Nine internationally trained professionals are graduating from the Healthcare stream of NC’s final OSLT cohort graduating at the end of July, including dentists, nurses and other medical specialists from countries around the world including Colombia, Vietnam, Sudan, Iran and Turkey.

Bridging the professional gap

For over 14 years, Professor Olga Loshkin has taught OSLT programs for internationally trained managers, business specialists, tech experts and healthcare workers. While every cohort is different, she noted that while every cohort is distinct ,the goal remains unchanged: helping newcomers build professional confidence.

“Many participants arrive with years of education and experience but struggle to communicate confidently in a Canadian workplace. Being able to help them bridge that gap through workplace communication, language, and cultural understanding is incredibly meaningful,” she said. “Watching participants gain confidence, find employment, receive promotions, or simply feel that they belong in their new workplace is what makes this work so fulfilling.”

Loshkin has facilitated several innovative OSLT pilot projects at NC, including an Entrepreneurial Pilot Project that helped more than 100 newcomers connect with local business resources and launch enterprises.

“One of the most valuable aspects of this program was the opportunity to collaborate directly with employers. Through regular interaction, we were able to discuss workplace communication challenges, identify cultural differences that could affect collaboration, and develop practical strategies to bridge those gaps,” said Loshkin. “These conversations benefited not only the participants but also the organizations they worked for, helping create more inclusive and effective workplaces.”

Loshkin noted the experience was mutually beneficial: participants built leadership skills, employers learned how to better support internationally-trained staff, and she gained valuable insight into the evolving needs of Canadian workplaces.

“Seeing participants successfully transition into leadership positions and become trusted members of their organizations has been one of the most rewarding experiences of my career,” she said.

As an immigrant herself, Loshkin understands the personal challenge of adapting to a new culture and professional landscape.

“For me, OSLT is much more than a teaching job; it is a privilege. It gives me the opportunity to support others on a journey that I have experienced myself and to help them navigate the path with greater confidence,” said Loshkin. “I see it as my way of giving back to the community that welcomed me and of helping other newcomers realize their potential and build successful careers in Canada.”

The 17-year journey

Since its provincial rollout in 2009, OSLT at NC has evolved alongside the Niagara region’s changing workforce needs.

Launched by Colleges Ontario, the program was designed to address the underemployment of highly skilled immigrants. At NC, OSLT initially operated out of the Welland Campus, offering specialized training in business, health sciences and technology.

Between 2016 and 2022, the program underwent significant expansion and digital transformation. It became a flexible 180-hour curriculum delivered three times a year. By transitioning from in-person evening classes to a hybrid model, combining synchronous sessions and online modules, the College improved access for newcomers who were balancing classes with jobs.

The curriculum shifted deeper into socio-cultural training, teaching immigrants how to navigate Canadian office dynamics, client relationships and local interview protocols.

In its final years, OSLT integrated closely with NC’s Newcomer Employment and Experience Transition (NEXT) program, allowing graduates to step directly into professional work placements in their fields. During times of global crisis, the program temporarily expanded access to temporary residents to ensure immediate support for arriving humanitarian groups.

A lasting legacy

For many participants, the value of the OSLT goes beyond the curriculum. It has offered a safe space for those who left successful careers behind to connect with peers facing the same challenges in their new country, where their credentials may not be recognized, or where their job description may be much different.

“It acts as a community-building tool,” said Agar. “It brings people from the same professional backgrounds together so they can share stories of success, frustration and challenges, and support each other through the licensing process.”

Agar noted that the results speak for themselves. Program alumni frequently returned to NC to mentor new students, sharing their stories of transitioning from OSLT into vital roles in the community – from financial managers in the tourism sector, to practicing health care professionals.

Whether they decide to re-train and enrol in a program for a Canadian credential, or get licensed to practice in Canada, the program supports them on their journey.

Agar noted the biggest change she sees in the students has been internal.

“For so many immigrants, the spoken language is the biggest barrier to entry. Seeing them walk out of this program with the confidence to speak up, coordinate with colleagues and lead – that’s the true legacy of OSLT.”

Loshkin echoed that sentiment, emphasizing the broader impact.

“The transformation is often remarkable,” she said. “At the beginning of the program, many participants were hesitant. They may have strong technical expertise but lack confidence speaking in meetings, participating in discussions, networking, or interviewing for jobs. Many worried about making mistakes or being misunderstood.

“By the end of each OSLT program, I could see completely different people. They spoke with greater confidence, participated actively in discussions, understood Canadian workplace expectations, and communicated their ideas more effectively. They learn not only what to say but also how to build relationships, collaborate with colleagues, resolve workplace challenges, and present themselves professionally.”

One of the greatest rewards for Loshkin, has been seeing participants realize that their international experience is valuable in Canada.

“They leave with greater confidence, stronger communication skills, and a clearer sense of their professional future,” she said. “For many, OSLT becomes an important stepping stone toward rebuilding the careers they worked so hard to achieve.”

NC Newcomers office

While the OSLT will no longer be available, NC’s Newcomer Employment and Experience Transition Program (NEXT) will continue.

Specifically developed by Niagara College to support newcomers, NEXT focuses on helping newcomers transition into the Canadian workforce through workshops and training in areas such as career development, job search strategies, workplace communication, and workplace culture. It is designed to help newcomers understand Canadian workplace norms and expectations while preparing for successful workplace integration.

NEXT aligns with the Government of Canada’s Skills for Success framework, which emphasizes skills such as communication, creativity and innovation, problem-solving, collaboration, adaptability, and digital skills. In addition to group workshops, participants receive individualized support through one-on-one consultations. The program is offered in a variety of formats including in person and online delivery, as well as full time and part-time study options.

For information visit niagaracollege.ca/newcomers/

In their own words

“What I liked most about this course was the hands on experience and the opportunity to practice real life communication with clients. It has helped me build confidence in explaining clinical findings, giving oral hygiene instructions, and documenting professionally. I also appreciated the environment – it made it easier to learn and grow step by step.” – OSLT Healthcare 2025 cohort

“What I liked most about this course was the practical focus on real life scenarios related to my profession, such as role plays, interviews, and communication exercises. These activities helped me build confidence and better understand Canadian workplace expectations. I also appreciated the supportive environment and the opportunity to learn from others in similar fields.” – OSLT Healthcare 2025 cohort

“One of my best experiences at Niagara College was working in diverse teams. Collaborating with classmates from different backgrounds helped me improve my communication skills and gain new perspectives.” – OSLT Business Fall 2025 cohort

“Learning Canadian communication style, especially the nonverbal communication which speaks even louder than words. For example, silence in my home country means ‘respect,’ whereas it means ‘lack of interest’ in the Canadian context. Assertive communication was also big news for me, as this is very different from how we handle conflicts in my home country. In my home country we say ‘the boss is always right’ which is not the case in Canadian context. We are made to fear the boss and accept micromanagement as the norm.” – OSLT Business Winter 2026 cohort

“Leaving voice messages is not done with the same principles back in my home country as it is done in the Canadian context … making a request before paying a visit to a friend or even family member in the Canadian context is the norm, whereas in my home country this would be considered disrespectful. We don’t need an invitation in my home country to visit a friend or neighbor, worst still a family member.” – OSLT Business Winter 2026 cohort

“Olga has provided amazing motivation and useful information that I can apply in real life. As a student, I found her guidance very helpful and easy to understand. She shares practical ideas that help me feel more confident and better prepared for my future.” – OSLT Business Winter 2026 cohort

“Moving to a new country requires more than just technical skills; It requires cultural and linguistic adaptation. Thanks to the OSLT course, my professional communication skills have improved, and I’ve learned about the specific world culture of my industry. Understanding the norms, values, and expectations helps me adapt to Canadian work practices. I feel more confident presenting myself professionally in a Canadian work environment. I suggest every newcomer to take this training or any similar programs that focus on developing required Canadian workplace communication skills.” – OSLT Business Winter 2026 cohort

“I would say the program is interconnected with culture, soft skills, professional communication and interaction skills, personal experiences, etc. The most meaningful part of the program is that it always interconnects with each part and fills the gap between what we already know and what we haven’t known yet. For instance, we all had past work experience back home. This program helps us refresh our previous knowledge of the workplace and culture, which makes it easier for us to understand what we need to know and how to improve our skills.” – OSLT Health Care Spring 2026 cohort

[KA1]July 18 is the last day for our current cohort.

After over 15 years of helping hundreds of internationally-trained professionals seeking to rebuild their lives and careers in Canada, Niagara College’s OSLT program will leave behind a legacy of integration and empowerment. The new clinic will have 40 operatories, an increase from 24.

“NCF is honoured to support the expansion of the Dental Clinic at Niagara College,” said NCF Executive Director, Bryan Rose. “The priorities of the David S. This type of program alignment not only fulfills the philanthropic wishes of the late Mr. Howes, but supports the pressing needs of our community.”

“Niagara College is deeply grateful to be among the beneficiaries of the Niagara Community Foundation’s David S. I am pleased to provide a brief update on the newly-formed Partnerships and Enterprises division, which was created to support revenue growth and diversification – a key priority for NC as we work to adapt to shifting enrolments and achieve long-term stability. While the organizational structure of the portfolio is still being finalized, I am proud to share that the team has hit the ground running.

The Partnerships and Enterprises portfolio brings together related partnership, enterprise, international, and revenue-generating functions from across the College, including the Niagara College Learning Enterprise Corporation (NCLEC), which includes the Teaching Winery, Brewery and Distillery; Niagara College Kingdom of Saudi Arabia LLC (NC KSA); the Institute for Global Education and Training; the School of English Language Studies; campus retail (Bookstore) operations; contract food services through Chartwells; domestic contract training, and partnership development. Bringing these areas together creates important opportunities to support NC’s long-term sustainability through thoughtful business development, diversified revenue, strategic partnerships, and strong enterprise operations. It also gives us new ways to connect the expertise across our College with partners locally, nationally, and globally.

I am also pleased to share that NC recently joined Prime Minister Mark Carney and several Canadian businesses and organizations at the Canada-Saudi Arabia Business and Investment Forum in Jeddah, Saudi Arabia. During the forum, we signed an agreement to extend our campus operations in Saudi Arabia for the next 10 years. Through NC KSA, we will continue to work with our partner, Colleges of Excellence (CoE), to support sustainable pathways to employment for Saudi learners, as the country seeks to diversify its economy, society and culture through its Saudi Vision 2030 strategy. Since 2014, NC has trained more than 12,000 learners through our CoE partnership, including 7,000 female students, and we continue to operate Saudi Arabia’s only technical academy for women. While details of the extension continue to be finalized, it will generate additional annual revenue that will help support our home campuses and contribute to the College’s broader financial recovery efforts.

This extension of our agreement in Saudi Arabia builds on the momentum we’re building through new partnerships at home and abroad. From our recent agreement with Okanagan College to expand access to wine education, to new workforce training projects in Egypt, Grenada and Guyana, we’re leveraging our expertise in applied education to build capacity abroad while supporting our operations right here in Niagara.

Over the coming months, I will share updates as the Partnerships and Enterprises organizational structure is finalized. with Paul: Professor Zammit launches new series on Instagram

Niagara College’s School of Environment and Horticulture program has a new social media series that hopes to inspire more green thumbs in the community and beyond.

Seasoned horticulturalist and NC Professor Paul Zammit, a long-time media personality, has teamed up with NC students and staff to launch the new “Plants with Paul” series on Instagram. The initiative, which debuted in April, brings Zammit’s expert gardening knowledge and passion for the natural world directly to viewers in short, engaging clips.

Zammit has more than 35 years of experience in the world of gardening. He was the former Director of Horticulture at the Toronto Botanical Gardens, where he is still involved, and has been teaching at the College since 2019.

Beyond the classrooms, Zammit shares his expertise with a broader audience through regular appearances on CBC Radio, hosting the popular gardening programs on the “Ontario Today” and “Here and Now.” He is also a sought-after speaker, consultant and industry contributor. His accolades include the 2019 and 2021 Garden Communicator of the Year Award from Landscape Ontario, and the 2023 Educator Award from the Perennial Plant Association.

Zammit is deeply committed to promoting horticulture at NC. Highlighting the incredible work happening on campus and the growing importance of the horticulture industry motivated him to launch the social media series.

“I work with amazing people and an amazing program so that’s really what sold me on the idea of the series,” he said. “My real goal is just to be able to share what I love to do. I’m promoting the passion for horticulture, the passion for gardening, the passion for education.”

Zammit hopes that by reaching people on their screens, he can inspire them to step outside and get their hands dirty.

“We all spend so much time right now on our phones. So, we’re hoping to reach people where they are and hopefully it will spark something else,” he said.

“Hopefully, they’ll want to do more after we share our enthusiasm and the passion for horticulture.”

Posting a new video every week or two, the series tackles a wide range of seasonal and practical topics, from succession planting and propagation and pruning to soil health and native species – like exploring the critical environmental benefits of milkweed.

Zammit noted that the clips are directly tied to the NC curriculum. Whether the topic is maximizing blooms, cutting back plants, or giving back to the community, the videos reflect core components of what he teaches in the classroom. For Zammit, the platform serves as a way to take lessons from the campus and share them globally. The series also provides a platform to showcase NC’s sustainability focus and collaborations with industry partners, including projects with organizations such as Walker Industries that highlight environmental stewardship, soil health, composting, and sustainable growing practices.

“In our classroom, there are students from all over. What I’m teaching, like in my sustainability class, radiates out,” he said. “That’s what social media allows us to do.”

He also sees the potential for the videos to inspire the next generation of horticulturalists. Zammit hopes the social media series may spark an interest that leads viewers to learn more about horticulture in general, discover what the College’s horticulture programs have to offer, and explore areas on campus like the Teaching Greenhouse first-hand.

For Zammit, horticulture isn’t simply a career focus; it’s a long-time passion that he hopes to pass on to others.

“I’ve always said horticulture is a legal addiction. It is something that excites me every day,” he said. “What I love about it, is that I continue to learn, so that I can share that with others.”

And the learning doesn’t stop when the snow falls. Zammit confirmed that the series is planning to run year-round .

“Horticulture, the garden, does not stop when you live in Canada,” he said.

For Zammit, the success of the series won’t be measured by likes or shares, but by how many more lives will be enhanced by learning about horticulture.

“I know what horticulture has done for me and I want to share that joy with others,” he said. “If we can put a smile on someone’s face by sharing something that will make them happy, that they can enjoy – that’s the reward.”

Distilling decades of complex soil and plant knowledge into bite-sized social media clips is a new challenge for Zammit, but one that he embraces with enthusiasm. He recognizes the immense opportunity of meeting today’s audience where they are – on their screens.

“It’s hard to do short videos, because there’s so much information you want to share,” he said. “But if we can trigger someone’s interest or curiosity, then it’s good because they may want to find out more.”

Zammit applauded student Gabriela Palomo and recent graduate Preston Sibley for the technical work behind the scenes that brings the series to life.

“It’s been amazing to work with the students to make it happen,” he said.

Applied learning in action

Graphic Design student Gabriela Palomo is working behind the scenes to bring Plants with Paul to the community,

The production has involved student participation since day one. Production was first managed by Sibley, who graduated in June, before Palomo took the reins.

Palomo, who works at the Teaching Greenhouse as a student graphic designer, created a brand identity for the series, designed the thumbnails, and handles the filming, editing, copywriting and Instagram management.

“As someone who doesn’t have a background in horticulture, getting to learn about the plant world this way has been really fun and fascinating,” said Palomo. “Working with Paul has been a pleasure… I really admire people who are passionate and love what they do, and he is a great testament to that.”

Poised to begin the third year of Graphic Design in September, Palomo’s ultimate goal is to work in graphic design, UX/UI design, product design, or brand identity creation. Her experience working on the series has opened her eyes to opportunities in social media as well.

“I’m also really enjoying social media design so that is another possibility,” she said. “Seeing a concept through from ideation to its final form in this series has helped me gain skills for these goals.”

Working on the series has allowed her to apply classroom skills -like identifying whether a typeface is “not readable” or “the point size is too small” – to a real-world project.

“I find it rewarding when I get to implement the things we are taught in our program – and ‘design with accessibility in mind,’ ‘know your audience'” she said. “It’s a fine balance between aesthetics and function sometimes but when you get it right, it’s very satisfying.”

She’s particularly proud of her logo design and enjoys helping Zammit share his knowledge of plants with the community.

“My background in graphic design thus far in the program has been a huge asset while working on this series. In my second year, we learned how to design a successful brand identity, explored creative typographic solutions, and we learned how to create motion graphics,” said Palomo. “By utilizing these skills, I felt confident in creating a brand identity for the series that is memorable, accessible, and fun to watch,”

Find it on Instagram

To check out Plants with Paul, follow @nc_envirohorticulture on Instagram.

Niagara College’s School of Environment and Horticulture program has a new social media series that hopes to inspire more green thumbs in the community and beyond.
