class=\"introduction nob g l\">\r\n The Niagara College Board of Governors has adopted a Policy Governance model of operation.<\/div>\r\n\n\n\n<p><strong>Policy Governance<\/strong> is an operating system that efficiently focuses boards on their unique contribution to the organization\u2019s results.<sup><a href=\"https:\/\/www.niagaracollege.ca\/boardofgovernors\/bylaws\/#ref-1\">1<\/a><\/sup> Although the Board is ultimately accountable for everything the College does and does not do, the Board\u2019s owner-representative authority is best employed by operating as an undivided unit, prescribing organizational ends, but only limiting staff means, making all its decisions using the principle of policies descending in size. The model enables extensive empowerment to staff while preserving controls necessary for accountability. It provides a values-based foundation for discipline, a framework for precision delegation, and a long-term focus on what the organization is <em>for more than what it does<\/em>.<sup><a href=\"https:\/\/www.niagaracollege.ca\/boardofgovernors\/bylaws\/#ref2\">2<\/a><\/sup><\/p>\n\n\n\n<p><strong>The principles guide decision-making through four categories of policy:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list is-style-arrows\">\n<li><strong>Ends:<\/strong> Organizational products and outcomes. These policies succinctly state the \u201cbottom line\u201d for which an organization exists: What Results? For Whom? At What Cost?<\/li>\n\n\n\n<li><strong>Executive Limitations:<\/strong> Define the boundaries of latitude and authority the board vests in the CEO and staff. While Policy Governance does not dictate what the degree of delegation is to be, it enables boards to articulate with absolute clarity the CEO\u2019s decision-making authority. As a result, there\u2019s no confusion as to whether something is a board vs. staff decision.<\/li>\n\n\n\n<li><strong>Governance Process:<\/strong> The board defines its own task, and how it will be carried out. All of the collective and individual expectations of directors, officers and board committees are clarified.<\/li>\n\n\n\n<li><strong>Board-Staff Relationship:<\/strong> How power is delegated, and its proper use monitored.<\/li>\n<\/ul>\n\n\n\n<p>In each policy category, the Board starts with a statement that expresses its broadest values, and then moves down level by level to express itself more specifically. At whatever level the board feels it has said enough, the President is free to act on \u2018any reasonable interpretation of the Board\u2019s Ends and Executive Limitations policies and the Chair is free to act on \u2018any reasonable interpretation\u2019 of the board\u2019s Governance Process and Board-Management Relationship policies.<\/p>\n\n<\/div>\r\n\t<\/div>\r\n\t<div><a href=\"#top\" class=\"lorem\">\r\n\t\t\t\t\t\t\t<p>Rashmi Biswas is a Partner with Lake and Associates Canada, a performance consulting firm that designs and delivers customized leadership, team, and organizational development solutions. Her career began in academia, where she taught at undergraduate and postgraduate levels in two British universities before moving to Canada. She then held corporate roles with an Ontario Crown agency, and with large private sector organizations in Canada and the United States. In her role with Lake and Associates, Rashmi works with senior leaders across public, private, and social profit organizations, and has supported clients in Canada, South America, Asia, and the Middle East. Niagara Parks operates a number of iconic tourism experiences and businesses, welcoming guests from 169 countries in 2024.<\/p>\n<p>David\u2019s 36-years of public service includes serving as the President and CEO of the Hamilton Chamber of Commerce, Executive Director at Tourism Hamilton, and positions with the Ontario Ministry of Municipal Affairs as well as the City of Hamilton in Cultural Services and Corporate Services.<\/p>\n<p>Over his career, David has served on over twenty not-for-profit boards of directors including: the Ontario Museum Association, YMCA of Hamilton Burlington Brantford, Culinary Tourism Alliance, Attractions Ontario, and Innovation Factory. He has given back to his alma mater, McMaster University where he served on the board of the McMaster Museum of Art, on the Board of Governors\u2019 Advancement Committee and as president of the McMaster Alumni Association. He was inducted into the McMaster Alumni Gallery in June 2025. The team was successful with the brand launch, opening 46 stores, coast to coast in 108 days, exceeding first year profit targets, and becoming the “Brand of Choice” for Canadian teens.<\/p>\n<p>Prior to American Eagle, Lora spent 17 years building the four banner, two country, 900 store chain, The Northern Group. She also spearheaded a major marketing campaign to drive home the value of a college education and established a Board governance leadership program for the college system.<\/p>\n<p>Previously, Linda was the CEO of the Wine Council of Ontario. There, she worked with government to change legislation that dramatically improved the economics of the industry. Prior to joining the Wine Council, Linda was a writer and communications specialist whose career included time as a consultant, five years as the head of communications for a regulatory body and heading up a department charged with meeting the communications needs of MPPs at Queen\u2019s Park. Lynn has also held senior leadership roles at Cancer Care Ontario and prior to joining Niagara Health was Assistant Deputy Minister for the OHIP Division of the Ontario Ministry of Health. Lynn has Bachelor of Science degree in Occupational Therapy from Western University and a Master of Health Science degree in Health Administration from the University of Toronto.<\/p>\n<p>Lynn is a strong champion and advocate for all Niagara Health staff and physicians and for including diverse patient experiences and perspectives in decision-making. Since arriving at Niagara Health, she has supported the hospital team through the complex COVID-19 response, as well as with all Niagara region assessment centres, temporary management of two long-term care facilities in crisis, and the region\u2019s largest vaccination clinic.<\/p>\n<p>Working with Niagara Health\u2019s community and government partners, she helped the team make significant progress in a number of areas that will enhance patient care and benefit our region. These areas include planning for the new South Niagara Site hospital, expanding healthcare research, and embracing innovations in technology to enhance access to safe, quality care and patient information. In addition, he was the CEO of the Niagara College Foundation, responsible for leading the College\u2019s fundraising efforts.<\/p>\n<p>From September 2011 to June 2012, Sean served as Niagara College\u2019s interim vice president, Academic, with responsibility for all academic operations of the College, including programs, pathways and educational development, research and innovation, and the College\u2019s learning enterprises.<\/p>\n<p>Since 2014, Sean has served as vice president, and most recently as senior vice president, International, leading the College\u2019s global engagement and rapidly growing international activities, including international partnerships and student mobility, student recruitment and services, English Language programs, and overseas projects, campuses and training.<\/p>\n<p>Prior to joining Niagara College, Sean was dean of students, and then associate vice president, Student Services and International Education at Red Deer College in Alberta. After serving as a student leader with the Students\u2019 Union, Sean held various roles at the University of Alberta from 1990 to 2000, including director of the Student Ombudservice and director, Undergraduate Student Services in the Faculty of Education.<\/p>\n<p>Recognized as a leader in international education and student services in Canada, Sean has served on the board of directors of the Canadian Bureau for International Education (CBIE) and a number of international advisory committees. In 2014, Orel moved to the International division, working in the Kingdom of Saudi Arabia as part of the launch of the Taif campus and held progressively senior roles with Niagara College KSA until 2020, when he returned to NC Canada as the Manager, Global Education & Training.<\/p>\n<p>In his current role as the Director of Global Campus Operations, Compliance and Reporting, he leads a team of skilled staff and administrators, responsible for the development and operations of global campuses and program delivery, and supporting divisional procurement, contract management, compliance, and financial reporting.<\/p>\n<p>Orel is passionate about the power of community engagement and making a positive social impact, and is a proud alumnus of the Leadership Niagara civic engagement program. Outside of work, Orel enjoys exploring new places and cultures, fueling his love for
